Senator Moynihan, the chairman of the Commission on Protecting and Reducing Government Secrecy, spoke about the need to reduce government secrecy in the post Cold War era. Senator Moynihan talked about the bipartisan measure he helped introduced in the Senate to make government documents more available to the public and the commission's work on the subject.
