Although the Chinese Navy is larger than the US Navy and growing quickly, the US Navy is still considered more capable than China's navy. The Chinese have about 340 ships, and are moving towards a fleet of 440 ships by 2030, but have just two aircraft carriers to the US's 11, and some 14 nuclear and 45 conventional submarines to 70 US nuclear subs. "China’s disregard for the rules-based international order is particularly troubling in the maritime domain, from the Taiwan Straits to the high seas," he said. Del Toro outlined steps the US is taking to meet the China challenge, including the start of construction on an advanced class of nuclear ballistic submarine, stronger alliances with allies in the Pacific and elsewhere, bolstering forward bases, and investment in drone, laser and artificial intelligence technology.
