Scott Blackmun, chief executive officer of the U.S. Olympic Committee (USOC), will speak at a National Press Club luncheon on Tuesday, Oct. 21. Blackmun, who has served as the USOC's top officer since 2010, is substituting for Bob Bowlsby, the commissioner of the Big 12 Conference, who had to cancel his NPC appearance because of a minor health issue that is preventing him from traveling.
