Secretary Riley spoke about a national teacher shortage, particularly in the fields of math, science and bilingual education. He discussed ways to recruit, train and retain top-quality teachers. He further proposed Pell grants for a fifth college year for those pledging to enter the education field. After his remarks he answered questions submitted by the audience.
