U.S.-Russia Relations
Secretary Perry spoke about current and future U.S.-Russia relations and plans to extend NATO to include former Warsaw Pact nations. He compared the reconstruction of Western Europe after World War Two through the Marshall Plan with the task of assisting former Soviet bloc nations.
