Ms. Keane spoke about the recent I.R.A. bombings in London. She blamed both the Irish and the British governments for not allowing the peace process to move forward more quickly in order to avoid such a recurrence of violence. She stressed the need for earnest negotiations among the parties as soon as possible. After her prepared remarks, she took questions from the audience.
