Russia Judicial Reform
Mr. Zorkin, head of the Russian constitutional court created in 1991, spoke to a luncheon audience on proposed reforms in the Russian judicial process. He was in the U.S. as a guest of U.S. Supreme Court Chief Justice William Rehnquist. Following his prepared remarks, the Russian magistrate responded to questions from members of the audience.
