Exiled Haitian President Address

Last month he negotiated an agreement with Haiti's interim government that would have allowed him to return to power. The Haitian parliament, however, has indefinitely delayed the vote that would have led to his return. Mr. Aristide talked about his exile and about conditions in Haiti.
