Improvements in the National Postal Service

Postmaster General Frank, head of the government agency not responsible for the 29 cent stamp, spoke on the changes occurring in the U.S. Postal Service to the National Press Club. Postmaster General Frank discussed the past twenty years of the U.S. Postal Service following the Postal Reorganizational Act of 1970 which made the postal service an independent government agency. He pointed out that the cost of stamps in constant dollars has not changed in the past twenty years, and went on to discuss the changes in organization, infrastructure and automation that have improved the performance of the U.S. Postal Service. The U.S. Postal Service, the postmaster general noted, is more efficient than its foreign competitors, while still maintaining equal service for all Americans at equal rates. He argued in favor of allowing the postal service to invest in securities in order to raise revenues for the agency. After his presentation he responded to questions submitted by audience members.
