Challenges Facing Homeland Security Department

The participants discussed a bipartisan joint CSIS-Heritage Foundation report on the challenges facing the Homeland Security Department. The report represents the conclusions of a task force charged with examining the organization and operations of the Department. Topics included the department's capacity to fulfill its mandate as set out in the Homeland Security Act of 2002, management, roles and missions, authorities, and resources. They recommended reorganization of the department and creation of a Permanent Homeland Security Committee in each House of Congress. After their presentations the participants answered audience members' questions.
